Newfoundland and Labrador Provincial Nominee Program
The NLPNP – Newfoundland and Labrador Provincial Nominee Program offers a pathway for immigration to Canada to potential immigrants with experience and in-demand skills. This Provincial Nominee Program of the eastern Canada province has multiple immigration categories for suiting a range of immigrant applicants. NLNP nominates them to live in the province as permanent residents.
Prospective immigrants to Canada through the NLPNP have two options to obtain the nomination from the Newfoundland and Labrador province. The first option is to apply directly to the NLPNP outside the Express Entry Program. You can apply through the Immigration and Multiculturalism Office of Newfoundland. If successful, you can then create an online Express Entry profile and indicate that you have received a nomination from the province. This can be done by including the number of the nomination certificate and the nominating jurisdiction in your Express Entry profile.
The second method is to first create an online profile in the Express Entry system and indicate an official interest to immigrate to Newfoundland and Labrador province. The applicant can then receive the NOI – Notification of Interest offered by the province asking them to apply for its PNP. The profiles in Express Entry that fulfill the skills and abilities needed by the NLPNP for benefiting the province can be directly contacted by PNP.
NLPNP officially submits the nomination certificate of the selected candidates directly to the Express Entry system. The candidates have to just accept the same online and their CRS score in the Express Entry pool will instantly increase by 600 points. They then become qualified to obtain the ITA – Invitation to Apply for a Canada PR Visa in the succeeding Express Entry draw.

NLPNP Express Entry Skilled Worker Pathway
- Possess a profile in the pool of Canada Express Entry
- Possess a high-skilled employment offer from an employer in Newfoundland & Labrador for a minimum of 2 years with an extension possibility
- Benefits and remuneration must be on par with standards in the province and existing rates for wages
- Secure at least 67 points from 100 on the point assessment grid of NLPNP
- Possess an IRCC Work Visa with a validity of a minimum of 4 months at the time of application or be eligible to apply for this Visa
- Possess a Post-secondary Diploma or Degree in Canada or an overseas qualification with authorized ECA - Educational Credential Assessment
- Prove the ability and intention for permanently settling in Newfoundland and Labrador
- Possess adequate financial resources and/or settlement funds
- Submit results of language test corresponding to the declared level in the profile in the Express Entry pool
NLPNP Skilled Worker Pathway
- Possess a full-time employment offer from an employer* in Newfoundland & Labrador
- Possess an IRCC Work Visa at the time of application or be eligible to apply for this Visa
- Possess the skills, training, qualifications, and/or accreditation needed for the job
- Prove the ability and intention for permanently settling in Newfoundland and Labrador
- Possess adequate financial resources and/or settlement funds for establishing successfully in the province along with dependents if any
- The need for your skillset can be demonstrated by your prospective employer or employer
- Prove the ability in French or English language for performing job responsibilities
A few applicants in the International Graduate Pathway can be employed in a field not related to their study while applying. However, they must have graduated from a North Atlantic College or Memorial University.
- Have a Post-secondary Diploma or Degree or corresponding sum of experience
- Have an employment offer corresponding to level C, B, A, or 0 in NOC
- The job needs to be sensibly anticipated to result in career advancement
- The latest combination of experience, skill, and/or training as per the NOC description in their field of employment
- Employment or its offer has to be indeterminate and full-time
- The position responds to a need in the Newfoundland & Labrador labor market
NLPNP International Graduate Pathway
- Possess a Post-Graduate Work Visa having a validity of a minimum of 4 months at the time of application
- Employment or its offer from a qualified employer in NOC B, A, or 0 or NOC C occupation in the list of In-Demand Occupations with at least 30 weekly hours of work and having a minimum 1-year duration with sensible extension possibility
- Possess an offer of a job that is either:
- Related directly to the area of study if the applicant has finished studies out of Newfoundland & Labrador (Graduates from outside the province are required to work for at least 1 year in Newfoundland & Labrador before applying) or
- Not related directly to the area of study if the applicant has graduated from a North Atlantic College or Memorial University and fulfills the below-specified requirements:
- Post-secondary diploma or Degree
- Can be sensibly anticipated to result in career advancement
- Be in the age range of 59 to 21 years
- Prove the ability and intention for permanently settle in Newfoundland and Labrador
- Possess adequate financial resources and/or settlement funds for establishing successfully in the province
- Prove the ability in French or English language for performing job responsibilities, a test of language needed for In-Demand occupations under NOC.
- If the candidate has an ownership stake in a business that employs the stake must not be more than 10%.
NLPNP Priority Skills NL Pathway
This NLPNP category is for candidates having work experience in in-demand occupations in Newfoundland & Labrador and high education level and language proficiency. Applicants are required to finish an EOI – Expression of Interest. Those having the maximum scores and employer’s interest are offered the ITA for NLPNP.
- A minimum of 1-year experience in the past 10 years in one of the in-demand occupations in Newfoundland & Labrador
- A Masters's or Doctorate Degree in the last 3 years from a Memorial University in Agriculture, Aquaculture, Health Care or Technology
Extra Eligibility Criteria
- Prove the ability in the English language at CLB - Canadian Language Benchmark level 5 or more through a CELPIP or IELTS test taken in the last 1 year
- Be in the age range of 59 to 21 years
- Have an intention for permanently settling in Newfoundland and Labrador
NLPNP International Graduate Entrepreneur Pathway
- Be in the age range of 59 to 21 years
- Offer a Plan of Business with certified supporting fiscal documents
- Must have finished a minimum 2-year in-person full-time Diploma or Degree from a North Atlantic College or Memorial University within 2 years of the submission of EOI
- Possess a legal Post-Graduate Work Visa
- Have an intention for permanently residing in Newfoundland and Labrador through ownership and active management of a business with major financial advantage to the province
- Possess minimum 1-year constant experience of ownership ( at least 33.3%) and active management of the existing business
- Create a minimum 1 full-time employment for a Citizen of Canada or PR Visa holder
- Prove that the business is an entity for-profit having the primary aim of making a profit by selling services and/or goods
- Secure minimum Canadian Language Benchmark CLB 7 level in French or English language in writing, reading, listening and speaking
- Complete an EOI - Expression of Interest online
- Receive an ITA - Invitation to Apply offered by the Office of Immigration and Multiculturalism, Newfoundland & Labrador
NLPNP International Entrepreneur Pathway
- Be in the age range of 59 to 21 years

Newfoundland and Labrador take part in the AIPP – Atlantic Immigration Pilot Program. It is a Provincial-federal collaboration immigration program that aims at skilled workers and overseas students and is driven by employers.
The AIPP is an initiative aimed at the economic growth of the Atlantic region. It expedites the Canadian immigration process for immigrants who obtain an offer of a job from an authorized employer in the region.
